New application for the management of the social fund for households at risk of water exclusion by means of interconnecting the data of the information systems of the City Council and EMIVASA (Valencian Water Company).
This joint action between the Integral Water Cycle / Emivasaand Social Services, will simplify the bureaoucracy management for avoiding the application of the water supply cut-off due to non payment.
The intention is that it will eventually extend to electric power and gas supplies. Request management will furthermore be simplified, preventing as well fraud risk, such as illegitimate subvention requests.
The València City Council has presented this project included in the VLCi Initiative to combat the risk of exclusion and streamline aid to the most vulnerable population.

PERFORMANCE INDICATORS
It will allow monitoring through performance indicators that will measure the number of aids requested, number of rejected aids (disaggregated by reason of rejection), number of aids granted, etc. In addition, the application form for this aid will be added to the catalog as any other online procedure.
AUTOMATIC PROTECTION SYSTEM
Among the improvements offered by the new component is creating an automatic system to protect water bills, avoiding supply cuts for the most vulnerable. It also allows the technical team of the Municipal Centers of Social Services to know the status of all the aid requested, as well as different functionalities that speed up the processing, avoid possible errors, save time, and even allow a system of urgent payment of the debts of the most vulnerable population.
This new digital application -implemented in January 2020 from the area of Electronic Administration with European funds- is designed to promote speed in the management of non-periodic aid and avoid unnecessary procedures for citizens.
The component, initially designed to improve coordination between the company EMIVASA and the social services of the City Council of Valencia, due to its characteristics, is also allowing progress in many other social aids at a time of crisis, avoiding inconvenience to people who need them and making more agile processing to social services.
The Efficient Social Fund program has already made it possible to significantly speed up the processing of thousands of files, such as water debt aid or payments -among them the monthly municipal dining room grants-.
EFFICIENCY IN THE MANAGEMENT OF NON-PERIODIC AID
This SmartCity tool is also handy for processing the Individualized Economic Benefits (PEI), which, during the Covid-19 health crisis, has made it possible to process a large volume of emergency economic assistance for maintenance in a very agile manner.
